Low-Income Housing for Seniors and Adults with Disabilities
It’s no secret that housing in Hawaii is very expensive. It’s difficult to access housing, even more so for our low-income participants, who rely mostly on Social Security, and for some, earn part-time working income. Because the housing barrier is so significant, decades ago the Arc of Hilo wisely developed three housing complexes to offer housing security to low-income seniors, and adults with disabilities.
Even if you don’t have an apartment yet, and you’re on the Medicaid Waiver, remember that the Arc of Hilo Personal Attendant care can provide services to you in your home, and in the community, including shopping, meal planning, cleaning, and community access, such as visits to the doctor.

While our units are usually full, periodically we have vacancies, so it’s important to add your name to the waitlist and qualify in advance for these housing units.

Residential Services
The Arc of Hilo owns three low-income apartment buildings providing housing opportunities to low income people with developmental and other disabilities who are capable of independent living.
Hale Ulu Hoi I & II
Two 18 unit one bedroom apartment buildings are situated at one complex. Both of these buildings have a waiting list with a preference for placement on the waiting lists given to persons with developmental and other disabilities. Hale Ulu Hoi I & II are located at 1303 and 1305 Ululani Street, Hilo, Hawai‘i 96720.
Hale Ulu Hoi III
One 18 two bedroom apartment building is near downtown Hilo. This building also has a waiting list with a preference for placement on the waiting lists given to persons with developmental and other disabilities. Hale Ulu Hoi III is located at 485 Laukapu Street, Hilo, Hawai‘i 96720.
